From IT Consulting to Product Company: The ITC Journey

IT Custom Solution started as a government IT consulting firm. OpsTicket is our pivot toward building proprietary products. Here's what we've learned about the transition from pure services to services plus SaaS.

I started IT Custom Solution with a clear mandate: build a government IT firm that could compete on merit, not just on the lowest price. We're NYC MBE certified with an SBA 8(a) application submitted · but from the beginning, I wanted those business attributes to be advantages layered on top of genuine technical capability, not substitutes for it.

That orientation toward capability over credentials is what eventually pushed us toward building OpsTicket.

The Problem We Couldn't Ignore

Government IT contracting is operator-intensive. When agencies award IT services contracts, they're frequently buying the time and expertise of people · architects, analysts, engineers, project managers. The quality of those operators determines whether the contract succeeds or fails.

Traditional IT hiring for government is notoriously broken. Recruiters present candidates based on keyword matching against job descriptions. Hiring managers evaluate resumes from people they've never met, in domains where they may not have deep technical expertise, on timelines incompatible with thorough evaluation. The consequences played out on every program we ran: operators placed in positions they couldn't actually perform in, programs delayed by poor technical hires, agencies that had been burned by previous vendors approaching every new contractor relationship with deep skepticism.

The Internal Tool That Became a Product

Our first solution was internal. We put candidates in a sandboxed terminal with a real ops scenario · a broken cron, a misconfigured firewall, a CMMC-relevant audit finding · captured every keystroke to a session replay, and scored the submission against a deterministic rubric calibrated to the role. Not behavioral interview questions. Not an LLM verdict. The kind of actual technical evidence that a senior engineer would want to see before signing off on a hire.

The assessments were time-consuming to build, but they worked. Our placement quality improved. Client feedback improved. We started winning contracts on the strength of verifiable candidate performance rather than just resumes and certifications. When partners and prospective clients saw the workflow, they asked if they could use it directly. That was the first signal that internal tooling had product potential.

The Product Decision

Deciding to build OpsTicket as a commercial product was not an obvious call. Government IT services is a good business · recurring contracts, long relationships, steady cash flow. Adding a product business means adding complexity, capital requirements, and organizational demands that don't exist in a pure services model.

What pushed us toward the product decision was a strategic insight about the government IT market over the next decade: AI and automation are going to commoditize a significant portion of what IT services firms currently charge for. Infrastructure management, basic cybersecurity monitoring, tier-1 support · these are being automated at increasing speed. Firms that remain purely services-focused will find their margins under permanent pressure.

Firms that own IP · proprietary platforms, tools, and methodologies that deliver value at scale · will be more defensible. OpsTicket is our bet on that thesis.

What OpsTicket Does

OpsTicket is a hiring-signal platform for IT, ops, and infrastructure roles. Candidates solve scenario tickets inside a sandboxed terminal. Every keystroke is captured to a session replay, and every submission is scored against a deterministic rubric · never against an AI grader. Recruiters compare candidates side-by-side, scrub replays, and hire on evidence. The platform integrates with common applicant tracking systems and works equally for staffing firms, federal program managers, and agencies running their own hiring pipelines.

For staffing firms, it's a competitive differentiator: candidates pass or fail on what they did, not how they sounded. For agencies, it's a procurement tool for verifying contractor technical claims before the contract is signed. For candidates · the part most assessment tools forget · it's a fairer process: they get scored on the work, not on their narrative skill.

What We've Learned About Running Both

Running a services business and building a product simultaneously is genuinely hard. The mental models are different, the metrics are different, and the organizational culture required is different. Services businesses reward client responsiveness and relationship management. Product businesses reward systematic user research, iterative development, and ruthless prioritization of what to build next.

The thing we've found most valuable: letting the services business inform the product, not the other way around. Every real problem our services clients face is a potential OpsTicket feature. Our product roadmap is driven by genuine market problems we encounter every day in our services work · not by what we think government IT buyers might want in the abstract.

Where We're Going

ITC's portfolio is now three live platforms · OpsTicket (hiring-signal platform for IT operators), Winrove (RFP discovery and proposal drafting), and OnboardIQ (contractor and clearance lifecycle) · with DeliverOps (delivery operations), a security-operations product, and a compliance-evidence vault in development. Each shipped product came out of the same loop · a real problem the services business hit, internal tooling that solved it, customers asking if they could use it, then the work to harden tooling into a product. The services business funds development and provides the market feedback that drives every product roadmap.
