§ Government Contracting Lexicon
BAFO (Best and Final Offer).
A BAFO is the final proposal revision a contracting officer requests after discussions, giving offerors one last chance to sharpen price and technical terms before award.
§ 01 · Definition
What it means.
In practice, for a bidder.
Under FAR 15.307 this step is formally called a Final Proposal Revision (FPR), though the term BAFO remains in common use. A BAFO request signals you are in the competitive range; it is a defined, invited step, so sending unsolicited revised terms outside it is not the same thing.
