The current context
SBA's published FY2025 scorecard reports approximately $179 billion in small-business prime contracts, nearly 28% of eligible prime-contract dollars. This is FY2025 data published in June 2026, not a September FY2026 spending total. Results vary by agency and category; the aggregate does not predict a particular supplier's prospects.

Read the requirement before the market story
A pursuit starts with the purchasing authority, eligible suppliers, actual deliverables and evaluation method. Record the notice, amendments, response date and required evidence. Distinguish a direct federal bid, a prime's subcontract and a state or local procurement: their rules and qualification requirements differ.
As of this review, the standard federal micro-purchase and simplified acquisition thresholds are $15,000 and $350,000 respectively, effective 1 October 2025. Exceptions and agency deviations require checking the specific procurement. A dollar band alone does not establish the buying method.

Credentials support a specific purchasing route
NYC MBE, NMSDC MBE and SBA program participation are different credentials. An application is not an award. SAM registration does not confer every socioeconomic certification or establish that a contractor can fulfill every listed NAICS activity.
ITC's latest documented records show NYC MBE certification through 31 May 2027, NMSDC MBE through 30 June 2027 and SAM registration through 11 June 2027. Its SBA 8(a) application was submitted in 2026; certification is not held. The capability statement carries current company particulars and procurement contact information.
Build a verifiable handoff
A useful pursuit record names the requirement, owner, evidence gaps, decision and next date. Teaming discussions should state the portion of work each party can actually perform. Historical hardware procurement does not become cloud-delivery past performance because the firm's services have expanded.
Relevant prior records, partner qualifications and a delivery plan support due diligence. Where evidence is absent, state the gap rather than manufacture a reference or a promised outcome.
One software platform within a broader firm
ITC remains the parent technology and services firm. Winrove is its software platform. Contracting, skills assessment, hiring and onboarding software are being consolidated under that name. The transition is in progress, and this report does not assert a completed platform launch or universal feature availability.
Technology services, consulting and pursuit support remain scoped engagements. Software demonstration is separate from third-party client past performance.
Reading and use
This edition updates the August 2026 field note's terminology, company posture and source references. It adds current published context without claiming a newly collected market dataset. Use official notices and procurement-specific advice for a decision; use this report as a framework for organizing the evidence.
